NORTHAMPTON - The longest-serving member and current chairman of the Board of Health is stepping down as his campaign for a United States congressional seat heats up. Dr. Jay Fleitman, elected to the three-member Board of Health by the City Council in 2004, said Tuesday that serving a fourth term while in the middle of a time-consuming political campaign is unfair to city residents.
