NORTHAMPTON – Northampton Police Lt. Alan Borowski will no longer head the detective unit when he returns from paid administrative leave.
Chief Jody Kasper confirmed Friday that the department is seeking to fill the detective lieutenant position which was left vacant by Borowski when he was placed on leave last month.
When Borowski returns, he will serve as a patrol lieutenant and has been removed from the detective bureau, according to Kasper.
“Lt. Borowski has not been demoted,” Kasper wrote in an email response to questions from the Gazette. “He was a lieutenant and remains a lieutenant.”
Kasper reiterated Friday that being on paid leave is not a punishment or a form of discipline.
“To be clear, he was not suspended. We suspend employees as a form of our disciplinary process,” Kasper said last month.
Borowski has been on leave since Sept. 18.
“Lt. Borowski has served the citizens of Northampton faithfully for nearly two decades,” Kasper wrote. “He is a dedicated employee and we look forward to the conclusion of his administrative leave.”
Borowski, 44, earned a gross annual salary of $138,687 in the fiscal year that ended in June 2017, according to city records. The figure includes regular pay and overtime earnings and made Borowski the second highest paid city employee last year behind Northampton School Superintendent John Provost.
Borowski was appointed a Northampton officer in 1998. He worked in the patrol division as well as becoming a certified field training officer and crime scene unit supervisor. He was promoted to patrol sergeant in 2010, joined the detective bureau, and was promoted to detective lieutenant in 2014.
Borowski has a bachelor’s degree in criminal justice and has attended multiple specialized training courses, as well as management studies at Roger Williams University’s Justice System Training and Research Institute.
