The Building Trades Employers’ Association of Western Massachusetts has offered striking construction workers a settlement which they term “very substantial” but which a labor spokesman this morning termed “baloney.” About 2,500 area workers from the Laborers International Union Locals 596 and 999 have been striking.

■Massachusetts Gov. Francis W. Sargent will appear on the Merv Griffin show on CBS television Wednesday night to explain his feelings on the new Massachusetts law which states no Bay State serviceman shall be required to serve in overseas hostilities without a congressional declaration of war.

■Professional tradespeople will be providing expert guidance to more than 50 volunteers during the spring Ò”over Up” at Northampton High School tomorrow. Crews of parents, members of sports teams and Student Council representatives will be painting locker rooms and the cafeteria, patching holes and building as many “art cases” as they can.

■Northampton Tax Collector Richard Newman, who has served the city for more than 17 years, plans to retire Sept. 4, the date of his 63rd birthday. “It’s time for me to move on to another phase of my life,” he said.

■Delayed cement deliveries at the Interstate 91 bridge reconstruction project caused Friday’s major traffic backups at rush hour. A cement pour on the southbound lane over East Street in Easthampton was supposed to be completed by noon but was not wrapped up until 5:30 p.m. as Easter weekend got under way.

■Amherst’s senior citizens remain troubled by possible changes at the Senior Center, including mergers with other departments and different uses of its building, even as the town manager is trying to reassure them that nothing has yet been decided.
