PLAINFIELD —Special Town Meeting on Wednesday night will include three articles, the most notable being discussion of whether to place a temporary moratorium on development of large-scale photovoltaic energy systems in town.
The moratorium, which is Article 3, would not impact previously submitted applications for large-scale solar developments, including New Leaf Energy, which applied to build an array in September.
According to the meeting’s warrant, “The purpose of this temporary moratorium is to allow sufficient time to engage in a planning process to address the effects of such structures and uses in the town, and to enact bylaws in a manner consistent with sound land use planning, goals, and objectives.”
If approved, no special or building permits could be issued for the construction of any large-scale solar array or for battery energy storage systems. The moratorium would remain in effect until 2026 annual Town Meeting ends.
The other articles concern the town’s volunteer fire department.
Article 1 seeks to transfer ownership of the town’s decommissioned, more than 30-year-old fire truck to the Plainfield Volunteer Firefighters Association. Article 2 seeks to approve the payment of $2,268 from the town’s fiscal year 2026 budget that was used for fire hose and ladder testing in June.
The special Town Meeting will be called at 7 p.m. in Town Hall at 304 Main St.
