WORTHINGTON — Voters will be asked to appropriate some funds and ratify some existing practices at a special Town Meeting Dec. 5.
Among the money articles is a request for $66,266, involving a transfer of $60,000 from the vocational education expense account and a $6,266 appropriation, to fund the group insurance account for the current budget year.
“It’s a typical transfer,” Town Clerk Katrin Kaminsky said. “The amount of money budgeted for group health insurance is more or less a best guess.”
Other funding requests include a $4,240.07 transfer from the general stabilization account to refund the ARPA account for heating oil bills erroneously charged to it; $1,000 to fund the alternate building inspector account; and $1,685 to fund tent expenses for the 2024 annual Town Meeting.
Two articles seek to formalize existing practices, according to Kaminsky. One involves an easement exchange agreement to allow a Town Hall neighbor to continue maintenance and use of the lawn area on town-owned land, and allow the town to continue maintenance and use of the parking lot and stone wall on land the neighbor owns.
The article is designed to set the record straight on a long-standing actuality.
“A bit of the Town Hall parking lot and stone wall managed to be built on the abutter’s land,” Kaminsky said.
Voters will also be asked to OK a home rule petition concerning group health insurance for current and retired municipal employees. The question would authorize the Select Board to petition the Legislature “for special legislation … to validate, ratify and confirm Section 7A of Chapter 32B of the General Laws …”
Kaminsky said the action is recommended by town counsel as a mechanism for gaining validity for something the town has been doing already.
“The town had accepted Chapter 32B,” she said.
The meeting gets underway at 7 p.m. at Town Hall.
