Two-part Town Meeting in Granby begins Monday night

GRANBY — Town Meeting members will consider capital purchases, money transfers to stabilization accounts and a handful of operational budgets for ambulances and sewer, for a total of $5,019,193, at the first of a two-part annual Town Meeting on Monday.
The meeting, which takes place in East Meadow Elementary School at 7 p.m., will not discuss an operational or school budget. Town Clerk Kathy Kelly-Regan said most of the 32 articles on the warrant, like capital purchases and transferring money to stabilization funds, normally pass without much debate.
Listed at the end of the warrant are several funding sources to mitigate changes to the town’s tax levy. The warrant proposes using $892,394 in free cash, $220,400 from the Capital Equipment Needs Stabilization Fund and $11,470 from bond premiums to offset the $2,734,538 in capital items and projects listed on the warrant.
This does not include the additional $2,284,655 in expenditures on the warrant, including stabilization fund transfers, revolving fund transfers, and payments to school districts. Allocated funds for the ambulance department, solid waste management department and sewer department also appear on the warrant.
Several of the capital items on the warrant are different vehicles for departments in town. The police requested two new cruisers, one marked and one unmarked, for a total of $137,320. The Fire Department asked for $1.3 million to go toward a new fire engine. The purchase of a new pickup truck and dump truck for the Highway Department will cost the town a total of $364,000. The Public Works Department is also asking for a new truck to the tune of $86,072.
While residents must wait until June to vote on the school and operational budget, payment for out-of-district placements do appear on the warrant. The budget allocated $303,052 to pay Granby’s portion of the Pathfinder Vocational Technical High School District budget and $83,388 toward tuition at Smith Vocational and Agricultural High School.
Only residents registered to vote can vote in Monday’s Town Meeting. Town Elections will occur the following week on May 20 at the Granby Junior Senior High School from 12 to 7 p.m.
