SUNDERLAND — A Wilbraham construction business has been granted new special permits to build a ready-mix concrete plant in Sunderland after previous permits expired.
The town’s Zoning Board of Appeals met in the town offices Wednesday to hear Construction Service’s reapplication for special permits needed to build and operate a concrete plant at 562 Amherst Road as an accessory to the gravel removal/processing and asphalt plant owned by Delta Sand & Gravel. Sunderland Town Clerk Wendy Houle said the previous permits were approved on Oct. 9, 2013, but expired after two years.
Robert Carroll was at the meeting representing Construction Service. He assured the ZBA members there have been no changes made to the application since 2013. He said the project was not started in the past 2 ½ years for economic reasons, but did not elaborate.
The special permit approved in 2013 came with 18 stipulations and they still apply. They include reducing noise and dust emissions and cleaning up spills and leaks as soon as possible with absorbent materials.
Other stipulations include a height restriction of 57 feet, which is the height of the asphalt plant already there. Operations will also be limited to 6 a.m. to 5 p.m., Mondays through Fridays, and 6 a.m. to noon Saturdays, except in emergencies. The machinery also must be shut off outside of the permitted hours of operation.
