GRANBY – Voters at Monday’s annual Town Meeting unanimously approved 13 of 16 articles authorizing several revolving funds, according to Town Clerk Kathleen Kelly-Regan.

The other three, related to setting money aside for Granby to meet its obligations to retired employees by establishing an Other Post-Employment Benefits Liability Trust Fund, passed with little opposition.

Kelly-Regan said that 103, or 2.3 percent of the town’s 4,533 registered voters,  signed in for the Town Meeting, which lasted about two hours.

A special Town Meeting directly before the annual session generated more discussion and several hand counts on proposals to put money into stabilization funds, according to Kelly-Regan. Those required a two-thirds majority.

An article to move $100,000 from free cash to a general purpose stabilization fund passed on a vote of 63-28. Another article to transfer $100,000 from free cash to the Municipal Building Construction/Renovation Stabilization Fund was approved 66-22. And an article to transfer $92,549 from free cash to the Capital Needs Stabilization Fund passed 77-17.

The articles on the annual Town Meeting relating to revolving funds will enable town departments to spend money without further appropriations in the fiscal year beginning July 1 based on anticipated revenue. These include $92,709 for the building inspector, $40,000 for the Parks Oversight Ad-Hoc Committee, $50,000 for the Charter Day Committee, $50,000 for the Planning Board, $20,000 for after-school activities, $12,116 for canine control and $2,000 for the library commissioners.

A motion to adjourn the Town Meeting and to reconvene on June 13 to take up the budget passed unanimously. At that time voters will be asked to act on articles to fund all town departments, including the schools.
