Robert David Bobskill, 69, of Springfield, was arrested at 12:23 p.m. Friday on Montague Road on charges of operating a motor vehicle with a revoked license as the result of being a habitual traffic offender, operating a motor vehicle with a number plate violation to conceal his identity, operating an unregistered motor vehicle and operating an uninsured motor vehicle, police said.
