There’s a simple solution for limiting chances of the sort of attack such as occurred at Fort Lauderdale-Hollywood International Airport: prohibit carrying ammunition in checked baggage.
There could be a problem for hunters or competition shooters if they use specialized ammunition, perhaps resolvable if the specialized ammunition can be shipped separately or can be obtained after leaving the destination airport; otherwise, they would be out of luck.
Exemptions for law enforcement officers in place now in TSA regulations could continue. For anyone else, say, someone carrying for legitimate and immediately critical self-defense needs, candidly, they and their families would be expendable.
Legitimate gun owners may not want to see such a regulations change, but some other alternatives might be worse for their civil rights.
