GRANBY — In under 10 minutes, voters unanimously passed both articles on the warrant Monday night in what was one of the briefest town meetings in memory.
Nearly 40 voters attended the special Town Meeting in the Granby Junior-Senior High School gym.
In Article 1, voters approved a change to the way revolving funds are created. Revolving funds are fee-based counts to provide a specific service, such as a park fee to cover electricity and maintenance of town parks.
Under the change, the town will now create revolving funds using a town bylaw, whereas in the past creation of such funds was done during annual Town Meeting. The fund’s spending amount will still be decided at annual Town Meeting, however.
The bylaw change is being mandated by the state’s Municipal Modernization Act. Select Board chairman Mark Bail told voters they were there because of “state bureaucracy.”
In Article 2, voters approved the appropriation of $16,500 from the town’s free cash to cover a required bond rating procedure.
The annual Town Meeting is May 8 and the annual town election is May 15. The last day to register to vote for both is April 18.
