■Plans for a $4.5 million, 220-unit townhouse apartment complex proposed for the Jackson-Barrett Street area were unveiled yesterday at a luncheon at the Hotel Northampton attended by about 25 city residents. The cluster grouping of garden style apartments planned for the so-called Hathaway property will be called Hampton Gardens.

■In a productive session last night, the Northampton City Council authorized the installation of the 911 emergency telephone system. The new system will not go into effect for a year.

■Poised to celebrate its one-year anniversary Monday, JavaNet — the Main Street, Northampton, café and Internet service provider — has already begun implementing ambitious plans for its second year. These include opening five more cyber-cafés in New England and establishing a regional technical support facility in Springfield.

■The Northampton Police Department is now taking applications for the Citizen Police Academy. For the third straight year, residents have a chance to fire a gun, learn how fingerprints are taken and see how tough criminal cases are cracked.

■The Clarke Schools for Hearing and Speech are selling the bulk of their Round Hill campus to a Springfield development group that intends to convert the property into an 80-unit luxury apartment complex. Clarke trustees announced Tuesday that the school will sell 11.2 acres on both sides of picturesque Round Hill Road to Opal Real Estate Group.

■Gov. Deval Patrick was on hand Tuesday to administer the oath of office to Judith J. Phillips of Springfield as associate justice of the Franklin Hampshire Juvenile Court in Hadley and Darren Alston of Orange as clerk magistrate for Northampton District Court.
