■At its June meeting, the Holyoke Chapter, National Secretaries Association, awarded the Anne Devlin Scholarship to Miss Mary Margaret Goggins, a 1972 graduate of Northampton High School. Miss Goggins has enrolled in the secretarial science course at Northampton Junior College.

■City Police and railroad officials today are continuing investigation into the derailment Monday night of two engines and a car of a 40-car northbound freight train as it approached the Northampton Station. Vandals were cited by authorities of the railroad’s Billerica headquarters as being responsible.

■The University of Massachusetts is considering instituting a policy that would bar consensual relationships between students and faculty members unless the teacher withdraws from evaluating, grading or supervising the student. Overall, the proposed policy states amorous relationships between teachers and students would be “strongly discouraged” because of their “fundamentally asymmetric nature.”

■The Northampton City Council may back off its push to ask the state Legislature’s permission to implement a limited form of rent control. The possible change in direction comes because the owner of the 24-year-old Hampton Gardens, a 207-unit apartment complex, announced yesterday that he is not pulling out of a federal housing program this year as he has said previously.

■Gov. Deval Patrick and the Massachusetts Department of Higher Education will have more control over Greenfield Community College if he approves the state budget approved by the Legislature. The state’s FY2013 budget outlines a new plan for community college governance — one that gives the governor power to select the chairperson to head each of the state community colleges’ board of trustees.

■Long-anticipated roadwork along more than half a mile of North Street is gearing up to start Monday, with contractors setting up portable signs and a staging area for equipment. The $1.8 million reconstruction project will start at the Market Street end of North Street, a road well known for its potholes and bumps.
