■At its second meeting last night, the Northampton Consumer Advisory Commission elected Mrs. Eileen Mahar of 4 Park St., Florence, as its chairman. Mrs. Mahar is the mother of five children and a former schoolteacher.

■Northampton Recreation Commission officials have announced that a series of “Slim and Trim” exercise classes will be offered for women this fall. Objectives of the classes are to increase coordination, endurance strength and flexibility, improve circulation, posture and balance, control and reduce figures and reduce tension and fatigue.

■The Teddy Bears are on their way. The 15th annual Amherst Teddy Bear Rally will be Saturday on the Amherst Town Common. An estimated 175 vendors will be setting up on the Common and some 20,000 people are expected to attend.

■After three years of rotating among city churches, the city’s Emergency Cot Program will be housed at one site this coming winter. ServiceNet Inc., a mental health agency that hires staff for the program, plans to sign a lease for 2,200 square feet of space at 123 Hawley St., according to Rebecca Muller, the agency’s director of homeless services.

■The Northampton Police Department announced Monday that two of its officers will be promoted to the ranks of lieutenant and sergeant. John D. Cartledge, a 17-year veteran of the department has been named lieutenant, and Josef M. Barszcz, seven-year member of the force, will be promoted to sergeant.

■The fifth and final public forum before the School Committee takes up the issue of a later start time for Northampton High School has been scheduled for later this month. Superintendent Brian Salzer will review three proposals for a later school bell that have been discussed at previous forums and will share other ideas.
