■The board of directors of the Northampton National Bank has announced the promotion of Richard J. Liebl to assistant cashier. He is the youngest officer elected by the board in recent years, a bank spokesman said. Shortly after his graduation from Northampton High School in 1958, Liebl joined the staff of the bank.

■In an effort to improve the local employment situation, a new citizen board is being formed to oversee the programs of the various manpower groups in Hampshire County. Called the Ancillary Manpower Planning Board, the new group will be an arm of the state Office of Manpower Affairs and will be chaired by Northampton Mayor Sean Dunphy.

■The Northampton St. Patrick’s Association returned to a well-represented family in choosing its next parade marshal. Robert P. Cahillane will lead the Northampton contingent in the Holyoke St. Patrick’s Day Parade on March 22, following five other Cahillane family members.

■Teachers and staff at the Smith Vocational and Agricultural High School gathered at a reception Tuesday night to recognize Paul Garvey and fellow board member Dennis Nolan, who were both voted out of office in November. It was the last meeting for both, and they received certificates of thanks.

■Michael Hayes, the Amherst Regional Middle School principal who went on a leave of absence in July to spend more time with his family, has resigned. Interim Principal Betsy Dinger will now fill the position permanently.

■The Cahillane family held a mini-reunion in the mayor’s office Tuesday as nearly a dozen members of the Irish clan gathered to unveil a painting of patriarch and former Northampton Mayor James Cahillane with John F. Kennedy. The portrait depicts Cahillane, who was mayor from 1954 to 1960, standing next to Kennedy two years before he was elected president, when he was a U.S. senator.
