City snow plowing

Does anyone other than myself find it frustrating that we are not allowed to put snow back into the street but the city can plow a berm at the bottom of your driveway? I reckon one would have to care about their residents to slow down and change the plow blade angle when they came to a driveway.

I am physically disabled, and while I have a snowblower, it is still a task to clear the driveway, especially a berm left at the foot of the driveway. I cannot imagine what some of our elder residents must have to go through having to move the berms the city leaves. I also wonder if anyone else has noticed that the personnel driving the city vehicles do not wear their seat belts nor do they obey the posted speed limits. One would believe that their insurance company would not find these a good practice concerning their policy coverage.
