- A third attempt will be made shortly to bring professional harness racing to the Three County Fairgrounds here. The city council tomorrow will take up a motion filed by Councilor-at-Large Harry H. McColgan calling on the council and the mayor to approve the operations of 60 days of pari-mutual harness racing at the fairgrounds.
- The University of Massachusetts trustees yesterday voted to increase tuition for students on the three campuses in four stages over the next three years. By the 1978-79 academic year, the annual tuition costs for instate undergraduates will total $525, a 75 percent increase over the current $300 rate.

- City officials and a local businessman are at odds over who is responsible for the cleanup of a former dump that contains toxic waste near the Mill River in the Baystate section of the city. City Solicitor Janet Sheppard said recently that city records refute allegations from some Baystate residents that the city permitted a dump on property owned by the former Northampton Cutlery Co. on Riverside Drive.
- A weekend collaboration between the Smith College Campus School and Big Brothers Big Sisters of Hampshire County had people shopping for crafts at the 20th annual Northampton Winter Craft Fair to raise money for both organizations. It really was a great event, said Sharon Bolotin, an instrumental volunteer.

- Pennsylvania State University s police chief has been chosen to lead the University of Massachusetts Amherst Police Department in an expanded role that will also make him adviser to the vice chancellor of student affairs and campus life. Tyrone A. Parham, 44, was appointed to the post over two other finalists.
- In a matter that has sparked heated public debate, the City Council approved a resolution Thursday night affirming Northampton s commitment to welcoming refugees. The vote was 8-0, with one abstention.
